Institutional Management is responsible for executing the functions of the council and are directly supervised by the Chief Executive Officer, the Town Clerk. The following units or sections report directly to the executive head, bypassing other directorates: Public Relations, Procurement, Internal Auditing, Legal Unit and Information Technology.

The Office of the Town Clerk

As the Chief Executive Officer (CEO) of the institution, the Town Clerk oversees the daily operations of the Local Authority and leads the implementation of developmental programs within the district, ensuring smooth governance and efficient service delivery.

Public Relations Section

The Public Relations Section is vital in managing communication with the public. This unit is responsible for creating and maintaining strategic relationships through effective communication, serving as the voice of the Local Authority. It manages the Local Authority’s media presence through social media platforms, addressing citizen’s queries and providing feedback. The unit is also responsible for organizing community sensitization activities and managing media relations.

Internal Audit Section

The Internal Audit Section ensures an organization’s operations are efficient, compliant, and well-managed. Its functions include Risk Management, Internal Controls Evaluation, Compliance Monitoring, Operational Audits, Financial Audits, Fraud Prevention and Detection, Audit Reporting. The section carries out regular audits on the operations of the Local Authority to ensure proper adherence and compliance to existing legislation and policy guidelines. Reports are hence generated for the information and decision of the Principal Officer.

Legal Unit

The Legal Unit at Rufunsa Town Council is responsible for providing legal guidance and ensuring that all council operations comply with national laws, local government regulations, and council by-laws. The unit plays a key role in safeguarding the council’s interests through the interpretation of legislation, preparation and review of legal documents, and offering advisory support to management and councillors.

Information Technology (IT) Section

The IT section supports the Local Authority by ensuring that all technological systems operate efficiently and securely. It manages the Authority’s computer networks, hardware, and software, provides technical support to staff, and maintains data security and backup systems. The section also leads digital transformation initiatives, improves service delivery through technology, and ensures compliance with ICT policies and standards. Through effective management of ICT resources, the IT section plays a key role in strengthening institutional performance and supporting reliable public service operations.

DOMINIC SINJWALA

Procurement Section

The Procurement Section is a key unit within the institution, responsible for managing and overseeing all procurement activities. It ensures that the acquisition of goods and services is carried out in accordance with policies, legislation, and procedures, promoting transparency, fairness, and cost-effectiveness. It is instrumental in supporting the institution successful procurement and delivery of CDF projects. The procurement unit emphasizes on following all regulations set by Zambia Public Procurement Authority (ZPPA) with the use of the online system eGP for any awarding of contracts under the Local Authority.
