Definition of Constituency Development Fund (CDF)

The Constituency Development Fund (CDF) is a public fund allocated by the central government to all constituencies in Zambia for the purpose of financing local development projects and services as determined by community priorities, under the oversight of elected Members of Parliament and local authorities.

It was Introduced in 1995 and operationalized under the Public Finance Management Act No. 1 of 2018 and CDF Guidelines.

Mandate of CDF

The mandate of the CDF is rooted in Zambia’s Public Finance Management Act No. 1 of 2018, the Local Government Act No. 2 of 2019, and the government’s broader Decentralisation Policy.

Its mandate is to facilitate the equitable distribution of development resources to constituencies, promote participatory democracy, and accelerate local socio-economic development through community-driven projects.

Objectives of CDF

  1. Decentralized Development: Strengthen local governance by allowing communities to identify and implement projects that address their specific needs.
  2. Infrastructure Improvement: Support the construction and rehabilitation of schools, health centers, roads, and other essential facilities.
  3. Economic Empowerment: Provide funding for youth and women empowerment programs, including skills training and entrepreneurship initiatives.
  4. Education Support: Offer bursaries for secondary and tertiary education, ensuring that vulnerable students have access to quality learning opportunities.
  5. Community Participation: Encourage citizen involvement in decision-making processes, fostering transparency and accountability in resource allocation.
