About ZDSP

The ZDSP is a USD 210 million funded hybrid Program that seeks to support the Government’s Decentralization agenda by strengthening the financial and institutional capacities of local authorities in Zambia.

The program provides additional performance grant to eligible Local authorities over a period of five years. The increased financial support to the local authorities calls for strengthened capacity and accountability systems to be put in place.

The program focuses on the following:

• Policy reforms in order to achieve socio-economic transformation through intergovernmental transfer
• Financing arrangement for devolved functions in line with international best practice and
• Promoting financial management, accountability and transparency in local authorities

RUFUNSA TOWN COUNCIL 2023 ZDSP  FUNDED  PROJECTS

1. Construction of a market shelter with toilets at Chitemalesa Market 

2.Construction of community radio station 

The Rufunsa Town Council is pleased to announce significant progress on two key infrastructure projects Chitemalesa Market and Rufunsa community radio station being implemented under the Zambia Devolution Support Programme (ZDSP) aimed at enhancing service delivery and improving the quality of life for local communities.

At Chitemalesa Market, construction of a modern market shelter, ablution block, and water reticulation system is well underway (90% completion). Once completed, the new facilities will provide traders and shoppers with a cleaner, safer, and more convenient trading environment, while boosting economic activity in the area. The project reflects the Council’s ongoing commitment to supporting local enterprise and improving public infrastructure through decentralized development initiatives.

In Rufunsa Ward, construction of a community radio station is also progressing well (75% completion) under the ZDSP. The station is expected to serve as a vital communication hub, amplifying local voices, promoting civic education, and encouraging citizen participation in governance and development processes. Through this platform, residents will have better access to information, helping strengthen transparency, accountability, and community engagement.
